USDA Rural Economic Development Loan & Grant Program ("REDLG") Capital Financing Consulting - Continued...

The United States Department of Agriculture (USDA) has been operating the Business and Industry (B&I) Loan program under the Rural Economic Development Loan & Grant Program ("REDLG") title for decades.  There have been some important amendments to this title and to the various Farm Acts supporting the mission of the USDA, so it is important to get the latest information to determine which programs are available, which programs still have funding authority and which geographical areas qualify as program service areas.

The key things to bear in mind are:

The B&I provides a loan guarantee to the lender in the case of default and foreclosure, but it doesn't insure the borrower.  If you are seeking non-recourse development financing, this approach does not provide non-recourse financing.  For rural area businesses seeking more than $5 million in capital financing, the EB-5 program is what you are most likely looking for.  Click here for more information on the EB-5 program.

The B&I program is not a government handout; your project must meet commercial/institutional underwriting standards as the government is not buying the loan, only providing a guarantee to the lender.  This means you need a complete commercial real estate due diligence presentation including a market feasibility study, financial feasibility study, business plan of operations and capital funding plan for the business in addition to the technical due diligence documents supporting the proposed development.
